Abstract :

The province of Chefchaouen, created in 1975. Under the new Moroccan regional division, the province became part of the Tanger-Tétouan-Al Hoceïma region. This  province consists of 27 communes  most of which have rurals characteristics, of which only one are urban. Despite its dynamic development, the region has not been able to integrate the various components of its society and its territorial field into its development path. This issue of local development was highlighted in the general report of the fiftieth of human development in 2005 in relation to the dimensions of integration. “As for the rural world, as long as it suffers from neglect (…), many rural areas (…) often remain more exposed than others to unemployment. The lack of job opportunities, the prevalence of poverty, illiteracy, and diseases, and the predominance of bad living conditions and sometimes worse “

The King of Morocco touched on the issue of inclusion in the speech given on May 18, 2005 to announce the launch of the National Initiative for Human Development. He mentioned objectives data shows that “broad categories and areas of national territory live in difficult conditions, and sometimes even in a situation of poverty and marginalization. This situation is incompatible with the decent life we want for our citizens.”

This indicates the importance given by the public policies to combating exclusion. Inclusion, which is a political concept, gives this phenomenon its full meaning. Thus, it is one of the main goals of the National Initiative for Human Development.

This field study represents an attempt to investigate the role of the National Initiative for Human Development programs in terms of contributing to local development and achieving the integration of the various components in the Chefchaouen province.
